At the most recent two public L2 charging opportunities my 2018 Prime stopped charging prematurely. The incidents were very similar. Plugged into a public L2 charger The battery was 0% before starting (after long drive). Charging stopped by itself at 2.3kWh (1st instance) and 2.5 kWh (2nd), approx 50 minutes. The car charges just fine from my L1 charger at home. At the 2nd incident, I noticed the 3 blue lights were very slowly blinking together, maybe every 15 seconds or so they would blink on for a short moment. Unplugging and restarting the Chargepoint restarted charging, which then proceeded for 51 minutes 2.7 kWh without incident until I unplugged. I don't have any charge schedule set. It has been on charge-now ever since I bought the car, I just checked this is still true. This happened at 2 different chargers: an EV Passport and a Chargepoint. I figured the first instance was a fluke. But now not so much.
This summer I had a similar experience. However, it did not completely stop charging, just severely reduced charging speed down to L1 charging rates. It usually happened while using the schedule, but once happened when I had it set to charge now. I am not sure if there was something wrong or if it was a feature to prevent the battery from overheating. Here are some screen shots of the charging sessions where this happened. Luckily it hasn't happened since October.
