Is it possible to fix this without taking the front apart?

It's the fog/marker lamp assembly. I think it's accessible by getting behind the splash guard. Try putting it on a ramp to see if there's an access cover from underneath.
I removed my entire front bumper cover on my old Prius C to push out a dent and replace the marker assembly. A rock hit that marker dead center and spiderweb it. Pieces started falling out a year later. The bumper cover mostly just snaps together, so not breaking the snap tabs is very important.

You should be able to remove the splash shield and take a look at it.
The wheel well splash shield.....

There are only clips holding it on I believe. I'd look, but it's raining here right now.

 

I would just follow your nose; at the underside at the corner there's a push-in plastic fastener, a screw and a bolt (10mm bolt head for both of those). Then go a little further, removing fasteners from the first black plastic piece directly behind the front fairing, and a few of the wheel well liner fasteners. For the latter there's one just up a bit, on the outer edge, has a slot for screw driver you need to turn 90 degrees to release.

It would be good to have the front up a few inches.

 

Try and use a flat narrow scraper or a butt or knife and see if you can get it to sit in its place that way If not you got to take off that nonsense behind it so you can well access it and then you'll see what holds it on what clips are broken or whatever
