I've noticed that my Prius is missing all the plastic parts underneath the car, which are supposed to protect it from splashes, and as a result, water is getting on the connectors and causing coolant-related engine codes and possibly parasitic drain on the battery. I've managed to find the splash guard and fender liners easily online, but I'm also missing the piece that attaches to the bumper (and possibly others). Can anyone help me out by letting me know what it's called and where I can purchase it?

Might be on this page. If not root around some, should be in there somewhere:

Suspension crossmember & under cover for Toyota Prius XW20, 2 generation, restyling 11.2005 - 05.2009 - Toyota Car and Auto Spare Parts - Genuine Online Car Parts Catalogue - Amayama

try North American dealership parts department websites too, and Toyota USA site: only problem, about a year back there was a “revamp”, and it has been a hopeless disaster since.

last but not least: drop by a dealership and check with their parts department, walk them out to the car for a visual aid if needed.

If you have your generation 2 Prius stored in your eBay account when you order parts go on eBay Google splash shield then select your generation 2 from your garage hit the button the yellow one at the bottom of the screen and now it'll pop up a list and show you everything related to splash shields that it knows about for the generation 2 Prius scroll down about three or four lines and you will see this black piece of plastic that looks just like what you posted here turned on its side and it'll say something about e v a n f i s h e r. Car under shield and I think it's $24.95 If need be I think I can post the link here for it I just ordered them the other day

I tried searching eBay but couldn't find the part, is there a link somewhere? It also looks like the holes in the bottom of the bumper are ripped out. Maybe I need a new front bumper fascia as well as this part.

Yes you should be able to look on eBay at a front bumper cover for the given year of your Prius and then if you're looking on Amazon or eBay at the front bumper cover that you asked about you scroll down into all those boxes that go to the left and right and you'll see all the people selling all the other pieces that make the bottom of the front of the car flat the piece that goes from the bottom of the front bumper cover to the radiator support that covers the engine then swings over to the sides of the car near where the fender liners are and then the fender liners go from the leading and trailing edges of the fenders and then go to that little spoiler looking piece that's right in front of each tire and all of those pieces every one of those pieces is like 12 to $28 and there are plenty of sellers selling them the aftermarket plastics will be a little heavier and a little more pliable the original dealer stuff is more like styrene the two materials burn differently.
