According to Toyota's published tire and wheel spec sheet, the left is a Maker Option wheel and cover combination that is available for both Prius HEV (Grade ZG) and PHEV (Grade Z). (Highlighted options marked with triangle icon on the left) It is a standard for the lowest trim level (Grade X) model with a steel wheel. Your translation made a mistake, it is not a "Chill Wheel", it says "Steel Wheel". The cover shown on the right is listed only for Prius HEV (Grade U) and is for an Aluminum wheel. US model SE trim with a 17" wheel may come with the alloy wheel. The Steel wheel is standard on the GradeX in Japan which is the fleet-only lowest trim level in Japan. The alloy 17" wheel is available only for GradeU as the standard. My understanding is that this is for the subscription trim. Basically, they don't want to sell upper trims with 17" wheels, you have to special order it to downgrade to 17" wheels and can get only steel wheels, so my feeling is that no one is going to buy 17" wheels for G and Z grade Prius HEV or for Z grade PHEV.
