I have a 07 and 08 Prius. When I bought the 08 I parked the 07 to use as spare parts which has come in handy a few times (mostly cosmetic, but a horn relay was nice to have on hand). Due to personal events, I forgot for a long while to start the 07 every few days and now.. when I open the door, it beeps and the red open door light comes on and the interior lights up so I know the 12v battery works, but when I push the button to start. Nadda. Nothing. Zip. Zero. I tried charging using a portable starter (worked before) on the connectors in the fuse box under the hood, but that did nothing this time. The Hybrid Battery is a year old. I got it last July before switching to the 08 in January... and while the car itself is a junker I am using for parts.. eventually I may need the hybrid for a swap and wanted to make sure it was still going to be usable. for the hybrid battery, get yourself a grid charger (or build one) to keep it in tip top shape. for the car not starting, it's not the hybrid battery. you're not even getting to the point where the 12v boots the computers and closes the relay to the hybrid battery. take the old 12v out of the circuit to see if it is shorting the system and preventing the jump pack from working. make sure the jump pack works on another car to verify. if neither of those is the problem, you'll have to start looking at fuses and wiring and ecu's.
Grab your mulitmeter and measure the voltage on the 12V. Based on what you've described, I'd go there first expecting a voltage down around 7-8 volts. Maybe a little less.
