That looks similar to some of the insulation used around the car. Alternatively, the previous owner was trying to keep the engine warm by using insulation (and thus improve MPG). But of course they would've used a Scangauge to monitor engine temperature to ensure it doesn't overheat.

The rat theory is also a possibility though it seems too neat for that. Depends on the material and what it's physically touching but yes, it could be a fire hazard.
It's apparent that it's the underhood heat and sound insulation dragged off the retainig clips and down onto the engine. Post a photo of the area under the hood.
How long have you had the car, and how often do you pop the hood? We had a rat take up lodging in our engine bay, dragged a small, plush toy, housecoat sash and sundry in there. Still, you're pic looks more like humans at work. BTW: your address is maybe too specific? Unless it's bogus, lol.
