I've recently bought a crash-damaged Prius C but the steering is locked. The airbags have deployed.

What does it take to release the steering?

I don't really know about the Prius c, but there is apparently no physical steering wheel lock on Gen 3 and possibly other Prius models.

Curiously, why would the steering wheel need to be locked in a crash?

I believe the One and Two trim have a simple mechanical interlock on the ignition- turn the key or remove the lock cylinder.

Three and Four will have the electromechanical lock system for electronic keys. I don't know the procedure for those.

Did you managed to remove the lock?

Did you get the steering lock released? I believe push power button and pull hard on the steering wheel both ways to release it.
