That doesn't look like any wireless charger I ever saw. And it's definitely not the charger that comes built in. Car wireless chargers need the phone to lay flat, not balance on a raised, off-center circle. It's hard to tell from a 2-d picture you can't touch, but it looks like some kind of a plastic cap. Is it fastened down?
If it's an aftermarket charger there should be a power connection somewhere. The wireless charger on my 2017 also has an on-off switch.
My old GPS came with a smooth circle with double sided tape for mounting the unit to a spot where the suction cup couldn't get a grip.
