I'm trying to figure out how to buy a replacement key for my prius on ebay after the local dealership quoted me $400 for a new one. I have one key still that has a FCC ID, IC, IFT RLVDE, and MODEL number. Which of these numbers actually identifies the key that I need? I've tried using FCC ID but I see keys for RAV4s - can I get one of those? Appreciate the help!

Upon further research it appears no locksmith will program used or aftermarket keys. Only OEM which is 160 or more and the dealership charges 115 to program while the locksmith charges 60. Gonna cost me at least 240 for a new key - ridiculous

I think you need to contact some MORE locksmiths.

Some specifically say that they will SELL you a new key FOB,cut the key and program the FOB.
All for about half what the dealer charges.

Should be able to get the total cost down around $200.
BUT......if you lose both of the programmed keys, fixing that will cost you at least 4X that and the dealer is about your only option.

Yea the only locksmith willing to do it in my area quoted $240 for key and programming. Best deal I could get so went with it. Wasn't going to fool around with aftermarket keys and having them still charge me 115 for programming if it doesn't work out.

Watch this video, if you really want to understand Toyota keys,

With one key, you can buy a brand new key, without the dealer, if you have Techstream and do not connected it to wi-fi.
