Electric buzzing sound (starts 5s after starting)

Hello. I am in the market (in Brazil) for a 2015 Prius. I found this cheaper car, but it is making what seemed to me as a too loud electric buzzing sound. Starts about 5s after the car starts. Here is the video of it:

Edit1: this sound only happens when the AC is turned on.

Does this sound normal?
What could be the problem, if any?

The video was taken with the driver's door open (when the car stats) and inside a garage.

This car has 53k miles and is somewhat cheaper because it was involved in a "light" passenger side crash (airbags did not deploy)only passenger doors were damaged, as per image bellow.

I would really appreciate if someone with experience with a Prius 3rd gen could tell me if this seems like a normal sound.
