If you press the door light switch every few seconds, the relevant ECUs will wake up. You may need to manually enter the vehicle information before following the registration procedure. Be a lot easier if a second person concentrates on pressing the door light switch while you run Techstream.

Note that there are two electronic locking systems, the long range radio one and the fob-in-the-dash transponder. They need to be separately registered.

It's been over 10 years since I watched this process, so I'm not sure of the details running Techstream. There's another situation (with a fresh key ECU?) where the first 2 keys inserted into the dash are immediately registered. So I'd try that first and then try the Techstream game. Note also that there are two different versions of keyfob, proximity and button press. The fobs are not compatible. If the car has black buttons on the front doors then it's a proximity system and you have to use a silver logo fob.

Thank you all. Finally figured it out. I reseeded the smart key first. Wrong order. Reseed immobilizer 1st then reseed the smart key system. Eventually found post with guidance. It didn't mention key step on how to turn on system. So for those coming after..:).
I had lost all keys so 1st step was taking title and blank mechanical key to Toyota where they cut the key to allow me to get in the car. Next had Techstream but 14.20. Turn off your wifi before you connect to get past expired thing. I found a link here but later learned you can just Google Prius passcode. I bought the tokens. Since I didn't know that I could get to ig on by inserting key in slot and pressing on, I used the immobilizer reset with the car off. Once in i turned wifi back on to use the passcode generator and the seed code from techstream to generate a passcode. It took several times to operate and accept the passcode for whatever reason and so I followed instructions to reuse the same token which gets linked to the vin for this operation multiple times ( and later to reseed the smart key reset). Since the car wasn't in ig on mode it didn't allow me to add the used key I had bought in spite of multiple attempts. This was because the car wasn't on. If you put the used key in the slot it will allow you to get to ignition on. I tried to program a new smart key with car off and it still wouldn't. eventually I read about the key in slot trick and then since the reset procedure had expired at least for using a used key, I programmed a new smart key without issue. At some later date I will reuse the same token to reset both the immobilizer and smartkey system again to use the used key I bought and the now programmed new smart key. So
    1. get mechanical key from Toyota with title and id
    2. If you don't already have get Techstream, a J2534 mini vci cable and buy the tokens for the passcode generator
(Make sure your laptop and 12v are fully charged. I plugged laptop in and used charger to supplement 12v during process.)
    3. Use the immobilizer reset 1st and use the key in the slot to get ignition on mode before starting (this will allow used keys to be programmed after. As far as the door thing above techstream tells you to just leave driver's door open during 16 minute reseed process.
    4. After resetting the immobilizer reseed the smart key reset. Program the smart key part of key.
    5. Turn off and test start.
6 Enjoy your new keys and not having to pay dealership to reseed and reprogram.
