Trying to get fuel out of the tank, and wonder if someone has jumped the fuel pump by by-passing the relay?
why are you trying to get fuel out of the tank? i've seen cars that sat for 3 years start up and run and drive with the old fuel. I haven't tried it on the C, but generally you can unhook the fuel line somewhere... or there is usually a schrader valve you could remove the core and jump a relay..
