Doubtful that your mayor, Jenny Durkan, would do anything to stop crime that doesn’t affect her personally, especially if it meant empowering the police.
Durkan is a lame duck, and facing much greater issues than the ongoing cat theft problems. As for empowering vs hamstringing police, that has been driven much more by the City Council than the Mayor, and her power to buck them is limited. The police also need to be backed up by the City Attorney. The current one just got lame ducked. The voters won't speak until November which direction they want to go.
