Can't connect Bluetooth to Dr Prius please help

Hi My Prius friends,

I just purchased the panlog obdII. I downloaded torque and Dr Prius. Torque works fine. When I try to connect the Dr Prius to bluetooth, I get a can't connect socket error.
The scanner lights are on I am paired to it on my phone.(samsung)

any ideas why it would connected?

I figured it out Torque was running in the back round.Once I closed it, it worked.
