Removal of steel parts under rear seats

In the interest of opening up cargo space I've removed my Gen 2 Prius rear seats. Under them I've discovered four steel shells, two black and two rusted, on either side of the passenger area (pictured below).

I'd like to remove them to create more cargo space. Is this a safe thing to do? Do these pieces serve any real function, aside from supporting the rear seats?
