I would like to sleep in my 2020 Prime and maintain a constant temp./ climate control while plugged in. Is this possible? This would be above 14º F external temp.

I assume the ICE will not come on?

No. If the car is plugged in, the car will turn itself off after a few minutes (from accessory or IG-ON mode. The car will not go into READY mode).

The RAV4 Prime has something called "Room Mode" but it was first introduced on the RAV4 Prime.

As pointed out by @Tideland Prius, having the charge cord connected will essentially disable the ability for the car to go to READY mode. You can use the remote A/C from the fob to turn on the A/C while the car is connected, but it will last only 10min. If you need to camp in a car with climate control ON, then you have to keep the car unplugged and keep it on READY mode. The engine will come on as needed, but that may be better than freezing in the car.

I tested sleeping overnight in my Prime.
    Outside temp 8 deg C, inside a nice comfy18 deg C.
Used about 4.5 kw-hrs in 8 hrs based on before/after SOC.
The prime should be good for overnighting down to near freezing only using the HV battery.
The biggest problem is significant lack of headroom due to HV battery raising the luggage area floor.

Interesting. I take it that the ICE never started? Do you happen to remember if you had the A/C on re-circulate? At 8 deg C, probably not important, but for summer overnighting here in the southern or eastern states de-humidifying would make it more comfortable at a higher temperature. Did you use a cushioned ground pad of some sort under your sleeping bag?

It might be possible to set multiple, concurrent charge schedules - each one including the AC(/heat) prep. I think I read that here somewhere, but can't find that particular thread now. Maybe someone can post a link if they know the one I'm talking about.
