in the u.s., it is lifetime. but many here who intend to keep their cars do a change at 5,000 and then every 30-40,000. for those who have never had it done, anytime is good, and then decide for yourself how often after that. the only scientific way to do it would be to be to send the old oil out for analysis at a lab. i'm at 70,000, and have never changed it.
I don't think its worth changing it. The Toyota factory fills the transaxle with the fluid in a very clean environment, you will never be able to replicate such clean conditions, and due to how dirty the car is from below, junk can get in. Since the transaxle is sealed i don't see a way for exterior objects to get inside, there are a lot of Prius with the original fluid, with 100,000 miles and more, still going on the road with no problem.
