You need a new tire immediately. I'd drive it to the tire store if I didn't have to go more than a few miles on local roads at low speed, but no further. Did you hit something (curb, pothole,etc.) or did it just pop up? It could be a manufacturing defect and if so would probably be covered to some extent by a tire warranty. If you have a road hazard warranty for your tires now is the time to use it.
That's a blowout waiting to happen. Change it out and drive it to the tire shop for a replacement tire on your spare tire. This is what a tire bulge looks like on the tread area, yours is on the sidewall. The bulged area wore down to the steel belts and the tire carcass was starting to separate.
