I just finished installing my HV battery, I would like to know if there is a way to see if the cooling fan is functioning properly Can I do this using torque? If so how? Is there a way to manually test it if that's not possible ?

No, it doesn't, the face of the duct should be parallel with the battery. See if you can also align the two bolt holes (on the squarish part of the duct near the rear of the wheel arch) as well as the pushpin holes. That should help with the alignment.
Alright sweet. One other thing too The temp sensor on the top of the battery is installed however I forgot to put those plastic clips in on the compression block for the wires. I could take the top off again as is but is it honestly a huge deal? How hot do those modules get?
Couldn't tell you, I haven't needed to dig that deep in the battery as yet. Maybe @strawbrad, @TMR-JWAP, @ericbecky, or one of the others that regularly work on batteries could answer that.
Those wires should fine as is. Not sure I've seen a pack get over 130F before, I try to keep mine under 100F when possible. Don't know about the internal temperature.
If you're just talking about the white plastic, circular pieces that clip onto the black cross bar, I wouldn't worry about it. Keep them and next time you work on it (if ever) throw them back in. It wouldn't be worth your effort to take the battery apart to install them. It's not going to make a difference in performance.
In the Dr. Prius app, under Special Features, you can over ride the temperature settings ( force the fan to start at a lower temp).
