If I bought a 2017 prime used and it has white stickers. Is there a way to get HOV stickers? This makes it seem like I n2ed to be low income. Or can I just pay

A are you sure the stickers were for that vehicle? White stickers were for all electric vehicles only...when i got my 17 prime dmv sent green stickers and then i was able to get the red stickers which has me good for 2 more years.
If the vehicle was issued CA HOV stickers before (it would've had green ones, not white), unless you are low income, you cannot get them again, EXCEPT the one case mentioned at Clean Air Vehicle Decal (green HOV stickers issued in 2017 or 2018). If you want orange ones to last you thru end of 2023, you will need to buy/lease a vehicle that's never received them before, which include getting a used qualifying vehicle (Eligible Carpool Sticker List | California Air Resources Board) that's never been registered in CA.
Check and application was mailed on 12/31/2020 and my check was cashed 1/15/2020 so I should be getting my stickers in the mail very soon. Didn’t take long at all, good luck to you all. I’m in SoCal if that matters and sent my documents via priority mail. iPhone ?
1/2/2020 - Application sent in. 1/23/2020 - Check got cashed. 1/30/2020 - Stickers arrived. That's exactly 4-week turn around time. Quicker than I expected!
Has anyone received the 2021 blue sticker? I sent my application and check on January 2, but nothing has happened since.
I mailed my application from the post office on January 2, 2021. They cashed my check on March 29, 2021.
I think HOV stickers are low priority for Ca DMV. I waited 6 months to get my updated, federally approved, CDL the problem was getting in the door. You have to do this in-person, paperwork filed on-line, wait, appointment canceled, wait, finally get another appointment and picture taken, wait, had my updated license in 3 weeks after in-person visit. Since they cashed your check; hopefully you'll actually receive stickers. I've had HOV stickers on my old Honda and they're usually exhausted by the 10th of January - so I didn't even try this time around. I guess I'll go ahead and submit my application; if it bounces, I'll resubmit on Dec 31 - that's how I got the Honda HOV stickers... Thanks for the heads-up.
Once they cash your check, the stickers arrive in about a week. This year it has taken a lot longer than last year, probably because of COVID. There is no quota or deadline for these stickers; so, you will get them no matter when you send your application. If you don't need them urgently, you can wait until around early November so that you get the 2022 stickers (silver?), which will be the final stickers in the CAV program before all stickers expire for good on September 30, 2025.
