that's a bit of an exaggeration, but it's true that China has reduced incentives for electric vehicles and increase incentives for hybrids recently. (Actually, they've given hybrids special treatment in the NEV mandate). They seem to have decided hybrids are a more realistic approach to reducing emissions in the short term and want BEV to be pressured to reduce costs or go under. They also apparently may drop fuel cell incentives as well next year.
