No, it is not. It is a characteristic of how every Prius ever made feels when handing off abruptly from regen to friction.

The ZJB customer support program is only about replacing brake actuators that happen to develop small internal leaks. The signs of that are the ones described in the document. It applies only if warning lights are on and the underlying trouble codes are ones that indicate fluid pressure not holding.

I just got one today for my 2014 Prius 3. I haven’t had any problems, though.

I got my letter a few days ago. I actually had the issue. I was driving down the street and the dash lit up like a Christmas tree. I went to brake and I had manual breaking only. It felt very different but I was able to stop the car and drive home normally. I got on the forums and found advice to check the brake fluid. Sure enough the fluid was below the "low" line. I filled it up and all returned to normal. I have been hearing the pump cycle very often, every 10-30 seconds.I also had noise when pushing the brake pedal down while parked. I was fearing that I would have to replace the booster and pump. I got the letter, took the car to the dealer. They confirmed that my car needed the repairs and was given a loaner until they could get the parts and get the repair done. They would not release the vehicle to me until the repairs were completed. All covered under the warranty. It looks to be a $4000.00 dollar repair more or less. I am a pretty happy camper at this point. I love the car and have had no issues. Its a 2012 with 120k miles. I have had it since 2015 and it had 30k miles when I purchased it. I plan to drive it till it falls apart. :)

Interesting, my car has been emitting brake actuator noise abnormally and on every occasion of brake pedal usage and release, the Toyota dealer said they can't help unless there is a code.

How did you get yours done without active code and lights ?

PS: I haven't received any letter

@varun singh, I had a complete failure, I assume (because I didn't ask) that the codes that I got when the failure happened were retained. They were enough to warrant the warranty repair. When I had the failure I had all 5 of the warring lights on.

The other thread you started about your thump/clunk noise is probably the best place for discussing it. This thread, by title, is kind of specific to the ZJB warranty extension, which is about small internal leaks forming in the brake actuator, and the symptoms specific to that.

Sure, I did read some where that, the brake system continuously works on maintaining the pressure if there is small internal nitrogen(?) leaks.

It seems you're describing noises of a different nature that probably represent a different issue. The announcement of the ZJB campaign describes the symptoms that are of interest here.

If you're concerned about how well the pressure is holding, maybe you could use Techstream and watch how quickly or slowly the accumulator pressure reading drops.

Thank you, you pointed out the right noise names in other thread (squawk/bark/honk/grunt sound)

I will plan on taking the car to the different non dealer, but Toyota specialists and see what they diagnoze

Thats exactly the noise that I was having. I could reproduce it in park, just mashing the brake pedal. It may be a coincidence but it started after I had the failure of the brake system. Remember that I had all five warning lights go on.. coincidences do happen.

Check your brake fluid level. Mine was very low. Below the low level line.

My brake fluid is filled till brim, oh, so this issue started afterwards once you had the catastrophic failure

I created a video snapshot of this issue:
