2018 Prius Three for $23k?

I have to replace my 2006 Prius and am looking for a late 2017-2018 Prius Two or Three (want the donut spare, need 3 seats in the back for kids, willing to pay for blind spot monitor).

The best prices on Toyota certified pre-owned cars that I can find locally are:
2018 Prius Three with mysteriously only 1680 miles on it, only service was a tire replacement, for $23k.
2018 Prius Two with 3500-9000 miles for $22k.

Given that the 2019 Prius LE is $25k with the rebate, what would you pay for the above?

 

Thanks! I wonder if the dealer would even consider 18k or 20k though; that's 25% less than the cost of the equivalent 2019 model for a certified pre-owned car. But on the other hand, I'm not great at bargaining, and the vehicles have been sitting on the lot for 3-4 weeks.

 

An update:
I offered $20k out the door for the 2018 Prius Three, The person I talked to said he'd ask his manager, then called back sometime later and said the 2018 Prius Three sold an hour after I called (after a month in the lot, what are the chances?).

But they can offered to sell either a new 2019 LE for $22,100 before taxes,
or a 2018 Prius Two with 33k mles for $20,200 before taxes.

The other dealership I called had a 2018 Prius 2 with 33k miles for $21k and wouldn't negotiate on price.

I'm inclined to buy new.

 

Ended up with a new LE for $21815 including the $1k rebate, $24,200 out the door. All-weather floor mats were included.

Wish I could have gotten a Prime for probably the same price with the tax credits, but I needed 3 seats in the back.
