    Hi

Is it possible to start the DRCC into "waiting" mode whilst at 0mph? I know it's possible when you have a vehicle in front of you, but what about when there is nothing in front of you? Mine does not seen to allow it....

I think the minimum speed at which the DRCC can be started is 28mph.

I seem to be able to engage DRCC even when standing still at 0MPH... providing there's a car in front of me

You can't do it without a car in front of you. (It's the as coming to a stop - you need a car in front of you, otherwise, it'll cruise through the intersection).

I don't think it would be useful (as @Tideland Prius said).

If you're stopped, and actually did engage DRCC set at 110km/hr:
    1) it wouldn't happen - because you'd either not be in D (ie P), or you'd have your foot on the BRAKE (which only works for setting DRCC if there's a car in front); or
    2) if it did - it would immediately accelerate to 110 - Uggggh.

Even if there is a car in front, it will only engage at the minimum speed - ie 45km/hr, you have to be moving to wind it up to 110.

WITH the new version DRCC on latest RAV4, the manual indicates that it will set at a lower speed, but not stationary:
"Accelerate or decelerate, with accelerator pedal operation, to the desired vehicle speed (at or above approximately 20 mph [30 km/h]) and press the “-SET” switch to set the speed."

You can hold the up stick up until maximum (I believe 108 MPH), but as long as the guy is doing zero in front of you it will stay at waiting. I sometimes turn mine on when behind someone so I dont have to hold the brake. EDIT: I misread your original question, yes, you have to have something in front of you, otherwise it will not wait to engage.
