Seems like it to me. Can't wait to hear why the OP held back the charger cord. It's almost like selling a car but keeping the wheels.
Probably the dealer wasn't a good experience and he didn't have to give it to them? They can buy a new one before selling it...
When I traded in the Prius Prime, I forgot to bring the charging cord with me (since it's pinned up in my garage). When I mentioned this to the rep I traded in with, they said it was OK to not give the car with the charger, as the price I was quoted for the trade in assumes the charger won't come with it. This is a Tesla rep (traded-in for a Model 3), so I still have the cord.
