welcome! toughest problem on a prius. could be a bad actuator. how are you measuring the 12v? make sure all your doors are closing properly, especially hatch
thanks for the response....Its a new battery, due to everyone attacking the battery as first in the list, was the first I did. Them went from the easiest steps to the hardest one. Its was the long gray relay in the fuse box. The gear connect to the relay, the really connects to the shift actuator, so basically the command never was getting to the transmission.
