Prius SOC CCL issue (after long downhill)

I'm Taiwanese not will in English

I found some special condition, SOC will less then 40%
but CCL still 0, then Car can't charge, accelerate very weak.
If car at ramp, it will Sliding

I'm Taiwanese not well in English, so maybe have some word or sentence wrong.

At some special situation, battery capacity will low then 35% (1 unit at center meter), but CCL(Charge Current Limit) less then 0 kW, so computer not allowed battery charge. after battery capacity low then 25% DCL(Discharge Current Limit) still have 7kW, but in fact system not allowed battery output, at 01:58 We can see abnormal vibration when start up. At 02:22 I restart power, but system CCL still less then 0kW
If car at ramp, it will sliding.

 

You mean ODO? about 45000KM
I guess it about ECU

 

No it's Prius4

 

Can see the Hybrid Assistant display accelerator pedal oven then 80% but car still not go, and the engine speed up a little, but go down quickly, my car sliding at ramp.

And I can reappear this issue at 2016 Prius 4 on different car by same step, I feel this is a big problem for safety, now I know this issue same as this link

after I replace HV ECU, power issue have improve but the low battery and low CCL not allow charge issue still exist.
