Perhaps some Civil Engineers here will download free article and supplemental from Cryosphere. I'm not able to criticize this proposal. But they do attempt to rationalize by comparing to existing large structures not built high at all. And not built in such an inhospitable environment. You can't just send boat(s) to Thwaites Glacier ocean face. Ice ice baby. You can't put a zillion tons of construction infrastructure on top of glacier falling-away face. Well, you could, for the purpose of getting amazing video of all that stuff falling away. But, computer graphics fake video would be way cheaper.

Does not seem to be a cure all, in that Hurricane Harvey's rain fell on what would have been the wrong side of it.
