Question about California HOV stickers - worth waiting until 2019 to apply?

Just wondering if anyone can clarify this for me.

    From the DMV site:

Clean Air Vehicle Decals - High Occupancy Vehicle Lane Usage

It states that "CAV decals issued on or after January 1, 2019, are valid until January 1 of the fourth year after the year of issuance."

So, if I wait until January 1, 2019, is my expiration now Jan. 1, 2023 or Jan. 1, 2022 (which applies to all current red, green and white stickers).

    Thanks!

Ended up calling the DMV office about this instead.

Looks like if you purchase the Prime this year and wait until Jan. 1st to apply, you will get an "additional" year and the stickers will expire on Jan. 1, 2023 instead of 2022. Now I just have to survive driving in the "regular" lanes for 5 months (assuming I get a new vehicle - this is a whole other adventure that I'm chronicling here: Prime probably totalled | PriusChat ).

At this point, considering that you have to wait for the plates to arrive, and then another 3 weeks for the stickers its worth it to wait until January.

Also considering it's been almost a month with a rental car on hold for the insurance company.

Just waiting for them to realize that pouring in an additional $4k of repairs just to determine whether there is engine damage is not smart. This is on top of a very conservative $14k base estimate not including the possible replacement of the engine ($10k+). They could theoretically spend about 120% of the vehicle's current worth to fix it.

    Thanks for the clarification.
Currently I have a 2012 Prius plug-in with sticker valid until 1/1/2019. And I plan to purchase a new Prime at end of 2018. I will apply for the new sticker on 1/1/2019. It seems the new sticker should be valid until 1/1/2023.

@ccd - Yes, I have a friend in the same situation. She wanted to get a Prime now and apply for the sticker but since she has a 2013 Prius plug-in with a green sticker, I told her to use the 2013 until the end of the year and then get the Prime. She'll wait until the new year to apply for the new stickers.

Yes so far Ca. is 53% of Plug-ins sales for 1st Half 2018, and sounds like could maybe approach 60% by years end I guess due to the HOV sticker thing.

Only lease x 3 years. Ownership percentage will drop.

Bummer, received my set of decals around the beginning of December 2016. No extension for me. No good deed goes unpunished.

    22. Q: My vehicle was eligible and issued clean air decals prior to January 1, 2017; can I apply for new decals after January 1, 2019, when my white or green decal expires?

A: No. Under the new CAV program, vehicles that were issued CAV decals prior to January 1, 2017, are no longer eligible to receive new decals after January 1, 2019, (California Vehicle Code 5205.5).

Wow sorry that's a terrible quirk they have in the new law.
We have a few others like you who had dealer applied-for 2016 stickers.
Did the dealer send you those stickers, or did you apply yourself? So far I had not heard anyone who applied themselves that had the problem, but the dealers sure did get some 2016 stickers.

Just curious... when did the length of the stickers drop to only 3 years? My 2012 PHEV has stickers good til 1/2019. Not sure I want to invest in a new car to have to do it again in 3 years......

@eddiesudz - My understanding is that the all existing stickers were supposed to expire on January 1, 2019.

This link will help explain how everything was extended another 3-4 years.

Yes it was passed last session by Assembly person Bloom who does most of the HOV regs. The worst aspect is some 2017 Primes even a few purchased as late as 2018 only get less than 1-yr. That is because dealers could apply older 2016 stickers prior to purchase.

I think if you get stickers in Jan_2019 you can get another year. So you could say apply in late Dec.

Another way to put it, the new law should force more Plug-Ins sales in CA, which is already 50%. Looks like it will be over 50% this year in Ca. sales of plug-ins.

Just in case, I would wait until Jan.1, 2019 before sending in the paperwork,. Not worth losing an extra year over some bureaucratic snafu.

Thanks @Pdog808 (PoiDog Hawaii?) So is it a safe assumption that if we find a used PHEV Gen1 that NEVER had stickers we can apply and get the RED stickers based on the information provided in that link?

@eddiesudz - I believe the only plugins that qualify going forward are those classified as TZEV (Transitional Zero Emission Vehicles). This requires that the plug-in question have a larger battery capacity that allows them to qualify for the TZEV status (could be some other requirements but I'm pretty sure the battery capacity is a major one). The older plug-ins had a smaller battery capacity and would not qualify for TZEV status.

@eddiesudz - My bad on this one. Actually, if you can find a vehicle on this list:

    https://www.arb.ca.gov/msprog/carpool/carpool.htm#vehicles

That has NEVER had a sticker issued to it, you could qualify for the new stickers. Even the older Prius Plug-ins. Just called ARB to verify this.

You probably would need to find a vehicle out of state as almost every vehicle purchased in California would have applied for those stickers. If you do get one in-state, don't trust what the previous owner says. You'll need to check with someone (DMV? ARB?) to see if the vehicle ever had HOV stickers issued.
