No bracket on my C4 - just the dealer's license plate frame, two screws going into two holes in the front bumper.
I purchased my Prius C Two at the Cathedral City, CA. Toyata dealership. When I purchased my car, I demanded a Prius direct from the factory in Japan. I did not want one from another dealer or one already on the lot! I had to wait 6 weeks for my Prius to be built for me and shipped from Japan to California. My 2012 Prius C TWO has 2 license plate holders - one in the front and one in the rear. Two screws in each holder located at the top of the holder keep the license plate secure...
can you show a picture of what you mean by a "holder"? is this an OEM sort of frame that goes around the license plate? BTW, why were you adamant about not receiving a vehicle that was already at a US dealership? Was was gained by ordering another car from Japan, where presumably the ones at the dealership had also come from?
My C2, purchased in Las Vegas, came with a dealership license plate frame for the back of the car only. I've not yet decided if I want to put on the front plate - mostly because I don't have the proper screws.
Any updates on this? My used Prius C (2016) came from a North Carolina dealer and I'm in Virginia. I need to put a Virginia license plate on the front of the car. :/ I'm trying to figure out if I need a bracket, or if I can put a frame directly on the bumper.
Looking at pictures with google, looks like there's a depression on the front bumper, and an extra bracket. Check with a local dealership parts department; they should know, be able to get one in.
Ours came with a bracket, obviously form-fitted to the curve of the prius bumper. Unfortunately they had to cut holes in the bumper to attach the bracket. Not simple drillings- these are specially shaped holes. So even though we have no need for front plates in PA, I'm stuck with a bracket out there in the wind. I wish I could find a delete plate to put in place of the bracket. I'm sure you could hang a plate without a bracket, but it would be better with.

Same way mine was done as well, I don't think there was supposed to be an additional bracket involved.
My '14 model came with the dealer lic plate frame already screwed in, I didn't think anything of it. However in CA it's required to have a front lic plate. I eventually replaced that front part of my car with the garnish that has a bolt on area for Japanese lic plates:

Did you buy the car in Florida ? I'm surprised that the front bracket was mounted......or installed even. I don't think either of mine did. Unscrew the two screws and see how it looks. Then if that bothers you, you can paint the heads of the mounting screws white and put them back in without the bracket.

Search for "bumper plugs" too. I suppose you could just get black plugs and paint the heads with the touch-up paint (you can get from dealership). An appliance-white spray can might be close enough with your color.
It turns out the screws are already painted white. However the bumper seems to have multiple openings under the plate holder which is attached to the big plastic piece. It's all one piece maybe!? I put the screws back in and casually walked away. Posted via the PriusChat mobile app.
