I see the rare CA sticker on a Virginia car, but no we do not let anybody except Virginians do the free HOV. Va. used license plates so people that have the plates can keep using it, but we are phasing out to HOT (TOLL/HOV) only.

The BMW i3-REx is the only BEVx currently they needed to hobble the gas engine to reduce the range provided by it.

Received them on friday. They are the new red stickers. It took 6 weeks. Maybe because they are transitioning to the red stickers?
The paperwork said that green stickers stopped on March 1, 2018 and were being replaced with red stickers which still expire Jan 1, 2019.
Hoping they will just renew them and we don't have to send for new stickers.

It's great you followed up on your post so others will have a firm idea of the time it takes. Extending the red ones would be great, and not just for the reason you mentioned. It would also be great to not have to go through the process of removing these red ones. I don't know how difficult that would be, but I'll be trying a heat gun if I have to remove them.

How many red stickers do they issue - 3 or 4? In the past they issued 4 green stickers or 3 white stickers depending on type of vehicle.

I assume if I were to buy a 2017 Prius Prime this weekend, I can still apply for the red hov stickers? once I get my plates of course.

Does the built date of the car matter?

I've never heard anything about the build date mattering. I would ask to speak with whomever handles the DMV paperwork at the dealership to see if they have already applied for the stickers, or if they intend to do it for you. Sometimes they do, or already have, and that can cause confusion.

Yeah, I wasn't sure if the date it was made/delivered mattered. I would imagine if I'm buying a car in 2018, I should be getting the red stickers and not green!

They aren't sending the green ones out any more (maybe for replacements for people who already had and lost them, but I don't even think that).

The only thing you have to worry about is HOV sticker date..do not get one with old 2016 green stickers pre-applied by the dealer, which happened to someone here back in March.

Got some California HOV sticker questions...

    1) I have a 2012 Prius Plug In with green stickers that I bought used in 2015. Stickers came with the car. Anyone know if I can apply for an extension? I never switched the green stickers to my name. Can I apply for a "transfer" into my name and get the new red ones?

    2) Does anyone know if the 2018 Mitsubishi Outlander PHEV (22 mile range plug in 4x4 suv) qualifies for the new red sticker? Anyone here have an Outlander PHEV?

    3) Does anyone here have a used red sticker vehicle for sale for around $20k?

    (1) Not likely because plug-ins with HOV stickers dated 2016 and earlier are disqualified. I assume transferring to your name does not re-date the sticker, but worth a try as a loophoIe I suppose. If you could buy a 2012 PiP without prior HOV stickers (out-of-state etc), you could get new stickers for that car.
    (2) There is a list of qualified vehicles readily available online...not sure
    (3) Not me

..anyways unless they modify the rules that's the way it works. if you buy a new or used plug-in with pre-applied HOV stickers, you need to make sure the HOV stickers were issued 2017 or later.

    As regards your second question:

The way I read the information on the California Air Resources Board website (https://www.arb.ca.gov/msprog/carpool/carpool.htm), the 2018 Mitsubishi Outlander PHEV does qualify for the new red sticker. The site on that page says that:

"The Red Clean Air Decal has the same eligibility requirements that were required for the Green and White decals. All vehicles in the chart below that were issued a green, white or red decal in the timeframe specified above, will qualify for the new Clean Air Vehicle decal." If you look at that chart (I'm attaching a screenshot), the Outlander you describe appears to be on it.

Moreover, look at this page: California’s Clean Air Decals | California Air Resources Board

As regards the new labels that will be issued beginning 1/1/2019, it says "The vehicle eligibility requirements for the new decal mirror those used for the current white and green decal programs."

So, I think the Outlander fully qualifies. But I'd call CARB to verify. Like I said, they are very helpful. If I'm reading this wrong, I hope someone will chime in. You can call CARB. They are very helpful and can probably clarify this for you.

Hey guys, I bought my Prime Premium couple days ago and I want to apply for the HOV decal sticker. But I’m reading everyone’s posts here and the ARB website and from my understanding, even if I apply for the red HOV decal sticker now, I’d have to reapply again on 01/01/19. Is that right? If so, wouldn’t it be better if I apply on 01/01/19 than right now?

Red Clean Air Vehicle Decals The California DMV is now issuing a new "Red" decal for all qualifying vehicles pursuant to CVC §§5205.5 and 21655.9 that will be valid until January 1, 2019. Owners of vehicles issued a Red, Green or White HOV decal from January 1, 2017 to December 31, 2018, may apply for a new Clean Air Vehicle Decal that will expire on January 1, 2022. There are income requirements and other details regarding this new California Clean Air Decal program. Information on the color of the new sticker and application date and process have not yet been released“ (ARB.ca.gov).

Yes in theory but we have not heard how that re-application works. Presumably it might be easy for red stickers..
