Perhaps the owner needs to buy a power winder? That's gotta take too much human energy to manually wind up every whatever miles. How much electricity could a power winder use? And an L2 240v power winder would be even faster!
I don't know. Speaking as your average walker-by, the urge to go over and wind it was very nearly irresistible. Park in a busy parking lot and you might get wound up for free.
