If you're redefining to a clogged catalytic converter, yes in most cases it does bring down engine efficiency.
Hi OP I understand Prius is quite popular in Jordan. Where are you seeing rust? as my pipe is robust stainless steel. Maybe overseas has different construction. There is a rusty manifold that connects from the engine to the exhaust pipe. In a few rare U.S. cases (road salt in winter) the manifold has rusted thru.

If the muffler falling apart internally due to rust that'll impact fuel economy, due to what's called "back pressure"? Is the muffler stainless steel? Our 3rd gen is lasting pretty good, but I think it's starting to rust a bit; I'm not really sure.

If that means it was submerged in salt water........ You are just seeing the tip of the iceberg, so to speak. It is likely that EVERYTHING on the car will start to corrode fairly quickly, including the electronics, copper wires and electrical connectors. If you live near a large body of water where the humidity is high, this will happen even faster. Sad situation.

You don't understand. The ONLY way to fix a car soaked in salt water is: Throw it out and replace the WHOLE car. It is impossible to "replace all the damaged parts" because that would be just about everything except the block and the frame. I am sorry that you are buying into this lie.....and hope that it really turns out OK for you. Being in a dry climate might save the day.
