The middle screws are loose only tight screw holding it in place is the screw on the passenger side when facing the front of the car to the bottom left. Posted via the PriusChat mobile app.
$987? What other damage was done? Splash guard is simply held by bolts and push fasteners. I've even have a few zip ties on mine
From the photos as mentioned above, the only item I see as possibly failing off is the lower air dam. Yes zip ties are a very easy way to secure. That air dam directs air around the car so I temporary repair will cause no harm IMO. $1000 in damage...parts, paint and labor add up. Lastly, I think the OP meant to write a Raccoon hit him. The black underpanel is one of these: You're likely missing a few fasteners too. With a few tools you can remove it relatively easy, without even raising the front. Check with a dealership parts department and they should be able to sort out what you need. With the front end raised and that above piece removed, you might be able to bring that crack in the front bumper back together, and bond it with a bumper repair kit, applied on the back. One that uses a strong two-part adhesive/filler and fiberglass mesh. A body shop could probably help you out with that, and do it very seamlessly.

Ever wonder why they call them "bumpers", lol. Yeah I would just repair, but that's me. There's a simple crack that could be reinforced from behind. The black piece under is maybe salvageable, just needs a few replacement fasteners. Ours was getting a little knackered from running over curbs, and snagging as it pulled back off. I took it off and fixed up with some two-part epoxy and fiberglass mesh. Or hey, for an edgy look, something like this: A bumper with moxie | PriusChat BTW, would you say we have a consensus, that Apple, Samsung, Microsoft et al: should take a break from whatever and fix this image rotation thing? I used to reliably and monotonously import iPhone images to my pc in Windows 7, just plugging in my phone, right-clicking it's icon and saying copy over the images, correct orientation as needed, delete the originals. Now, after the "upgrade" to Win10, it's completely broken. I've cobbled a totally manual method, and need a third-party program to fix rotation after import. It still doesn't work on videos, though.
You know: a few holes drilled, one or two white zip tie cross-cross stitches, refurb the black underpiece and pick up the missing fasteners at parts dept: where's the harm? It's down low, not that noticeable. Keeps a great honking piece of plastic out of a landfill too.

I was told on my 2011 that the chips in the front bumper were so bad that the body shop would charge me the same price for a new bumper painted as fixing the old one. So that estimate doesn't surprise me.
This worked for me, patching up a Civic bumper, had a chunk knocked (cleanly) out. They'd rolled up to a parking stall concrete wheel stop, the kind with rebar nailing it to the ground. Only this one had the rebar sticking up about 5". A simple crack, would be simple to repair. And with a can of Dupli-Color, it'd be close to seamless, especially down so low.
