Bush has nothing against minorities, except for those who won't vote for him. I doubt he wants to alienate voters at this time. From the article: "The NAACP received a letter from the White House three weeks ago declining the invitation because of scheduling conflicts and thanking them for understanding."
Actually, from what I understand, Bush actually did speak to the NAACP in 2000, back when he needed their votes. However, he hasn't spoken to them at all after taking office, the first time a sitting President has done that since Hoover. So he didn't just snub them this year, he's actually snubbed them for the past 3 years.
