With respect, if you see the hardware widely on sale, but you do not see it in use, your observations would seem to be incomplete.
With respect.... I saw lots of vape stores in Britain. I saw almost no vape stores or people vaping in Beijing or Shanghai.
I spent 1971-75 in the Marine Corps including a year in Okinawa Japan. Lessons learned: Marine duties are boring - only during ordinary Marine Corps duties, did recreational drugs have any interest. We (me and fellow Marines) would use recreational drugs to get through the incredible, boring, daily duties. It was relief. Education and career are not recreational drug compatible - when working at my most intellectually challenging tasks, no recreational drug has any attraction. Learning something new far and away exceeds any recreational drug. I do not fault those who take the drug approach because I understand that daily life can be so boring, relief is needed. But in my case, learning something new, changing my understanding of the world, is so much better. I don't claim every individual would find the same ... enlightenment ... but it is my path. The only one I would kiss was not a smoker, thankfully. I did learn how to "pull" (harvest) some bright tobacco, though It was then strung up on sticks to be dried. I also helped pack the dried tobacco ready for auction.

I don't smoke, drink wise I have an average of a pint a month. When I lived and worked in central London I use to drink about 6 to 9 pints a week. Things changed when I moved up north and had to use the local public transport, nothing motivates you more to drive and not have a drink than queuing for 20mins for a bus in the cold / rain.
In my 20's a a young airman, it was often 9 pints per night. Fortunately, maturity developed in inverse proportion to my bank balance.
My whole concept and impression of what I thought Prius owners were... is totally blown! Smoking! Drinking! Drug use! Gambling! Speeding! What other secret bad habits and vices do you guys got?!
Coffee only . . . DunkinDonuts, WaWa, Eight O'Clock, Folgers, sometimes buy good beans and grind fresh. Good beer sometimes . . . Arkose Brewery | Fresh. Local. Artful. Craft Beer made in the Last Frontier. ; Yuengling; most any good brew pub or craft beer. Though Budweiser probably owns most of them. For many of the reasons noted above, I never smoked.
I've got a brother-in-law who's firing up another every half hour or so. Really sad, expensive, punishing habit.
