yes, unless you prefer the look. i suppose it's possible to increase mpg's at the risk of fuel usage and increased admissions. some of the nodders may have better ideas for you.
You can certainly make the car louder. Most who felt they needed their Prius louder, found that it is a particularly unpleasant exhaust note. The Atkinson cycle engine has a compression ratio of 8:1 and an expansion ratio of 13:1, (in an Otto cycle engine, they would be equal) so its exhaust is at much lower pressure than you may be used to. I suspect it is optimized for MPG, no performance is going to happen without negating the Atkinson cycle. (perhaps to Miller cycle^, or Otto cycle*) *The 1.8 liter engine is available as an Otto cycle engine that would be drop in, for a 39 HP increase, if you don't care about MPG. ^Turbocharging or supercharging can be added, but you will not find a kit, it will all be fabricated by you and under hood space will be cramped.

There was an entertaining 5 part article about supercharging and then the same author had a 5 part on turbocharging a Gen 0 Prius. He could not make the supercharger quiet enough so his SO would ride in the car. It made more horsepower but he was surprised to discover that this mostly charged the battery quicker. Prius are design to deliver maximum torque at the low rpm's using the lease amount of fuel! modifing to a less restrictive exhuast may yield 1-2 HP only at high rpm's like 5'000+ but you would lose lots of low end torque and your mpg will suffer Big time!
Something else to consider with the wheels is aerodynamics. A friend of mine put Enkei RPF1s on his Insight and after a couple weeks noticed his fuel mileage was getting worse. Even though they were lighter the more open face and lip was creating more drag and making the car work harder once it was up to speed.
