Does anyone have any idea where I can get a new vacuum cleaner belt? I have a Hoover upright, about 3 years old.

Try this website. http://www.hoover.com/db/xq/asp.hvrParts/B...Accessories.htm You could just call a Hoover shop tell them your model number and they will tell which belt.
You can shop online for vacuum cleaner parts. I think Dave's Vacuum looks like it has the part you need.

For just about any vacuum cleaner part, try hescoinc.com. I was able to get a new retractable cord reel for a Hoover that hasn't been manufactured in probably fifteen years. And Wth is this question doing in this forum?
