is there any difference between normal headlight and led head light or we can just use led bulb in any headlight? and this is led headlight or just led bulb in normal headlight?
Installing LEDs into non-LED housing won't work well. The housings have different reflector shapes and focal lengths to maximize brightness in the required lit area. Also, in the Gen-3 package V, the LED headlights have 3 sections (2 low beam and 1 high beam) where the non-LEDs have only 2 (as in your pictures above).
No. I don't believe that is an LED light. I think that is a projector using an HID bulb. Any Prius C owners active today that can confirm or deny?
The headlights pictured above are projector beam units with H-11 halogen bulbs. Looking at the close-up photo, the projector beam is on the right and that is your low-beam, on the left is the standard H-11 that is not a projector beam which is used for day time running lights and high beams. LED bulbs will not work properly with these units. Your best option is to purchase a good quality H-11, high intensity discharge (HID) kit that includes the correct bulbs, wires, and ballasts. Xenon Supply and The Retrofit Source are just a couple of the reputable companies that are making quality kits. Personally, I have the H-11, 5000 HID kit from The Retrofit Source in my 2012 C, and could not be happier. I would stay away from after market LED kits as the quality and brightness is not quite good enough yet. If you have the budget, you can always purchase factory Toyota LED headlights, but I'm not sure if they would be plug and play with your 2012 C. As for the high beam bulbs, I would leave those alone. Driving an H11 Halogen headlight Prius C, and a 2014 Corolla which all have factory LED headlights - the Prius C normal headlights are WAY better. That being said - the top model Prius V's LED headlights are some of the best and brightest headlights available on any car period.

I have a 2013 C3 and I have replaced my hid with led kit from opt-7. I did both low and high beams. They are noticeably brighter than the hids. One drawback is I can't run with daytime running lights because it's basically high beams. They definitely get your attention. So I just run with normal low beams when I get in the car because it helps other drivers are my car. But if I turn on both at night, it's plain awesome.
I haven't check how the led bulbs on oem look like, I doubt it'll be like those led bulbs sold everywhere. Not sure if it's easily purchase. Maybe I'll check it next time I drive the car. Maybe someone can find out how much are replacement bulbs from toyota would cost.
