This is another price I've been working on lowering the price on.

    Dealership agreed to $21716.

This includes the $1500 rebate (so expect $1500 more if you are financing)

The screenshot is for a white one which is $395 more

If I just walk through the US site, base Prius, Silver paint, no accessories, it's $24.200 plus $835 for $25,035 total.

Obviously dealerships are free to set their prices lower.

You can go to costco dealer network and find out what the price will be. Prius two (Blizzard Pearl) invoice is estimated to be MSRP $23,935 including destination (does not include state tax+doc fee+ other fee). Your quoted price of $21716+$395=$22111 seems to be a very good price, costco price may be slightly lower

Since you already have one quote build the car at truecar.com and/or AAA (if a member) to see what others are asking then play one against the other.

If you keep trying to get a lower price you will never buy. Quit trying to squeeze every penny out of the deal and just pull the trigger.

Just make sure you buy the one with the options you want and will see yourself happy with for a few years, otherwise save up for a few more months and buy when you are ready.
