Sure does.. and prevent the painted part of the bumper from getting scuffed up. I moved it a when it was just a few weeks old.

Oh, I just did quick read, saw 12" minimum, didn't differentiate front/rear. There is a difference? FWIW I'm happier with the "stock" position, and having the plate lower is sort of a year 'round grill block. And I do grill block through winter, so, it'd be in the way the bit.
I used the factory front plastic plate mounting bracket. It fits the contours very well and sort of clips into the grill. It was then secured in place by some zip ties. Once you take off the bracket it is pretty self explanatory.
It's great that the factory bracket fits the lower section as well as it does. Almost like it's meant to be there..
On the top part of the factory plate holder, I use the 2 old screws. On the bottom of the plate holder, I use one screw (extra) right in the center of the bottom part of the holder and straight down (vertically) to the lowest line of the black grille piece.
