We've had our Prius C for a few weeks and we're generally happy, but a couple of issues irk me. One is the restricted rear vision due to the small rear window and large rear pillars. Another is the rear-vision mirror itself, which is set so low in the windscreen it frequently obstructs my view of the road. Lowering the driver's seat helps a bit but my wife and I are trying to avoid having to adjust this twice a day. I'm wondering if I can shift the mirror up higher. Has anyone done this, or have advice? I've never modified a car at all before.

I have our mirrors turned upside down and use clip on wider mirrors (flat, non distorting vs convex wide angle). It works quite well. SCH-I535
If there are two swivels, one at each end of the mounting rod, then you should be able to swivel it up a couple of inches higher. Just be careful not to put TOO much pressure on the mounting point on the windshield; you can break it free there and getting a good re-attachment can be problematic.

The attached page from the manual (2012) shows that the mirror can indeed be adjusted up. I found that I no longer had an obstructed view when I adjusted the mirror all the way up. If you are taller, then perhaps you will need to pursue the other mods outlined above. (Of course I just noticed that this post is nearly three weeks old, so hopefully you've already found a solution).
