Replaced HID bulb but no light! UGGHHH

I replaced the left d4r HID bulb in my 2008 prius but when I turn the lights on low I do not see any light (granted it's daylight out) and when I turn high beams on I see a little light. Does it take a while for it to warm up? Did I do something wrong?

I should state that I have only owned this car for 4 months but not once was there a sign that the light was going out. Just one morning I turn it on and nothing.

I pulled the car in the garage and the new bulb provides no light on low or high.

 

I have not replaced that. I have read about replacing the ballast but it is very intimating. Would the ballast make the light go out without warning?
