I got my sticker exactly as the dealer promised...(anyone needing to buy a Toyota should use my sales person in Sacramento area - contact me) The number is 466XX date issued was 7/25 I do not know where Diane is getting the numbers 5 k above me. The date on the CARB site is July 21, 2014, 44,903 They are going through 550 a working day so they are going to go fast.....
I bought mine on 7/7. I was originally told that I needed to wait until the license plate was assigned for my car. I called the dealer last Saturday (7/26) and they said my license plate # was 950623Z. Clearly, it wasn't a license plate, but they insisted it was. I spoke to a few different managers when one finally said that I can get my license plate # in a week. I followed up 6 days later and was told that they don't know what my license plate # is, but they have my green HOV sticker at the dealer. I rushed to the dealer to make sure that they did really have mine, and lo and behold, there it was. 50077 with my VIN # attached to it. Purchased: 7/7 DMV Paperwork says: Date Stamp: 134 - 07/25/2014 Received: 8/1 License Plate: N/A (Even on the DMV form that came with my HOV sticker)
Looks like they took a batch of stickers, maybe starting at 50,000 or thereabouts, and are drawing from those to send out in response to dealer requests. Maybe it is a different person(s) handling the dealers from those doing the processing of applications from individuals. No inside knowledge here, just taking a guess at what might be going on. A system such as I described might explain why Dianne is getting stickers with numbers 5K above yours, Jack. I can picture clerks going to a central point or manager and getting a stack of stickers, all in numerical order, to get them through the day's processing. I would imagine they have to have some sort of controls, so using them in order would help with that.
What I don't get is the DMV website specifically states that you need a license plate number before you can apply. I got my HOV sticker through the dealer and the DMV still doesn't have a plate number assigned to my VIN. I just feel bad for those people who are patiently waiting for their plate #s because their dealer didn't pre-register them. Honestly, I feel like the remaining 4,000 will run out in a week or two. If you haven't applied already, you may be out of luck.
The dealers don't need a plate number to get the decals; they just submit a set of VINs in a batch to the DMV using the process that has been set up for dealers. When owners submit an application, THAT process requires a license plate number.

Just got mine this week. Bought the car in early June and submitted form July 3rd. My # is 51,xxx so I wonder if the limit is approaching.
