i'm actually not switching my license over until the end of this year...we will be back and forth between here and PA so often that i don't see any reason to do it yet, and they told me that wouldn't be a problem (i can register the volt in CA using my PA license). will make it easier when i get married in december, we can get both of our licenses moved over and her name change done and all in one swoop (makes it easier for us to keep track of it all too). the registration on the other hand is important...

on another note, just got off the phone with AAA: they can't do the volt because it requires a special sticker? does that sound right or did i just get someone who doesn't know what they're talking about? he did say they can do the registration today, even though the dmv is closed...but can't do a volt.

I haven't done this at AAA before but here's my take. The "sticker" the person is referring to is probably the "green sticker" for the HOV lane. Yes, we all know that AAA does not do that. What you need from AAA is just to get the car registered and the license plate numbers. Clarify with AAA if you will be able to get the license plate numbers today.

Once you get the license plate numbers, fill up the Reg 1000 form and send it off to DMV.

I agree, someone at the Auto Club was confusing two separate issues. You could register the Volt even if you were not interested in the HOV sticker. Just be aware: if you accept employment, rent/buy a residence, register for school, etc. you are considered a California resident and should have a Ca drivers license. An exception is made for active military. Since you are registering the car here, a case could be made that you are establishing residency. I would clarify that with someone at the DMV, but the info above comes from what I have read.

what i was told when i initially did my research was that you're not a CA resident until you abandon your other place of residence, which i won't be doing until later this year. i still own both homes, and i work from home...so technically i'm maintaining my new CA home as a second home until i put my PA home on the market later this year. this is why i'm registering my volt using my PA license, which i was told is do-able. if i had bought a home here and sold my home back east i'd completely agree that i am establishing residency here...but since i still have both homes, i haven't completely done that yet. at least, that's what i found when i was researching it late last year...

the other qualifier would be that CA residency is established if you spend more than nine months in CA, which i won't be doing...not even close. i'll probably be here about 5 or 6 months this year, and then 10 or 11 months next year. that's why i was waiting til the end of this year to do the DL switch.

OK, you've obviously done your homework, and your situation doesn't fit into the short explanation of the rules listed by the DMV regarding residency. I hope you will let us know how it all turns out with regard to the HOV sticker. Again, good luck in making the cut. :)

alright, update...got the plates today. however, due to a delay in figuring out how much i actually paid for the car to figure out the tax situation, it took too long for me to get the form out today...so, it will go out tomorrow morning and i will overnight it to be safe. any other suggestions on what i should do to try to make sure this works out? registered mail?

Yes, worth it just to know it was received in case a news story comes out saying the stickers were cut off as of a certain date. From what people have posted it seems you can tell when yours is processed when you see your check has cleared. Supposedly the applications are handled in the order received.

Received my sticker, number 38090. Since ARB reported 38,179 stickers issued as of last Friday, it appears they're doing them out of order now.

    Bought Volt 3/6.
Dealer issued plates and mailed application 3/11.
    DMV issued sticker 3/22.
    Check showed as cleared 3/26.
Sticker arrived between 3/28 and 3/31 (didn't check the P.O. box every day).

before i send these out in the morning, i wanted to make sure i'm doing it right...do i need anything under statement of facts?

also, they ask for mailing address...i'm guessing this needs to match my registration? they told me to just put the CA address, so that's what i did...my PA address isn't on the CA registration at all.

Since you can't enter a CA driver's license number, it might be a good idea to explain that, and any other facts that might confuse the processing clerk. And next to the DL number space, put "See Section E."
My Volt is registered to a P.O. box, so I put that as Physical Residence, to match the registration, and my street address as Mailing Address. (The new registration card was the mailing label, so the stickers went to the P.O. box.)

so, would you recommend i put my PA address on there as mailing address even though it's not on my registration? and perhaps explain that also in the statement of facts? the PA address will match my PA drivers license if they look it up...

I don't think it will hurt, as long as the explanations are brief and clear. Just my opinion though.

I think I would stick with a California mailing address, just to play safe. And by physical address, I think they mean where you LIVE, as in street address, and mailing address would be the P.O. Box, if I read your post correctly. Keep in mind, these aren't rocket scientists doing the processing, and anything that might cause the slightest delay should be avoided.

Either that or there's more than on clerk working on these, and each one gets a batch at their work station, rather than getting up and retrieving one at a time as each application is approved.

(this was supposed to be in reply and quoting bilofsky's post #929 above, but the quote didn't show)

so, the consensus is to only put the CA address that's on my registration and leave mailing address blank...right? i already put in my PA DL number, and put a note to see section E for explanation...writing that out is the last piece i need before running this to the post office.

You have a street address in ca, right? Use that. If the PO address is ca, use one or the other for mailing. If the PO Box is PA, leave that blank.

yep, the address on the volt's registration (and insurance) is my CA street address. no PO box in either location, PA is also a street address...but that's not listed anywhere on the CA registration. the only reason i even thought i should maybe include it is because it's my DL address...

Sorry, it got a little confusing. Bottom line is your residence and your mailing address are the same.

well, it's in the mail overnight. i missed the 1pm cutoff, so it will get there thursday by noon. i put n/a for joint owner and mailing address, and on one line in the not applicable sections (since the instructions specifically say to fill everything out completely). also put my PA drivers license number in, and noted to see section E...and then explained that i haven't switched my license yet and my PA license is what was used for the registration.

i hope this works out...i'll keep everyone posted.
