You will probably always be disappointed in your mpg if you usually (or at least often) drive only 3.5 miles per trip. Your Prius will never "break in" enough to get the mileage you're hoping for on such short trips. You need to let it warm up and stretch its' legs regularly to get the MPG it's capable of getting.
