California SB-286 HOV Extension Update

    Both bills are on third reading, so I believe that's one vote away from going to the Governor, hopefully for signature.

    Suggest that people email him in support of AB266 and SB 286.

    WELL, the HOVs that I'd be most likely to get to use daily won't even be built out until 2016 - or so says the "Your TransNet Dollars At Work for TRAFFIC RELIEF!" sign. So I hope this bill passes. Until then, at least I can inch along in EV and pretend I'm saving something (sure isn't time OR money, though…LOL)

    Maybe just a bit of correction on this statement and then I can live with it. CARB did NOT relax on the 45 mpg requirement for HOV Access. But rather GM FOUGHT to get the 45 mpg requirement abolished, because to this day GM still can't meet that 45mpg standard - which the Prius has done for what now. ... a decade? Sorry but that just bugs me - that GM would use lobby money to dummy down the efficiency of mileage standards rather than do good R & D to get better mileage ... Just so the Volt phev can get in the carpool lane.

    And since carb version Volts actually achieve SULEV status / standards - why does GM insist on still building a dirtier version for other states?!? Just because they can?

    Found this today. California's HOV lane sticker program will get extended to 2019 | abc7news.com Looks like it needs one more procedural in the assembly and the senate (maybe to unify the bills?) and then it goes to the governer's desk. The governer typically signs these types of bills, so it looks like green carpool stickers will be extended through Jan 1 2019 barring some sort of unforeseen circumstances. Hurrah!

    How will this impact the 110/10 carpool lanes that were converted into Toll Lanes

    IIRC, the green stickers don't qualify you to drive single in those newly designated lanes. One way or another, you have to pay or qualify as a carpool with a minimum number of passengers in order to use those lanes. You have to have the special electronic device and pay per mile based on traffic conditions at the time. I believe it has a switch that you can use to designate either a qualifying carpool or paying customer.

    ENROLLED BILLWhenever a bill passes both Houses of the Legislature, it is ordered enrolled. Upon enrollment, the bill is again proofread for accuracy and then delivered to the Governor. The enrolled bill contains the complete text of the bill with the dates of passage certified by the Chief Clerk of the Assembly and the Secretary of the Senate.

    But there was another bill signed by the governor that allows solo drivers driving green and white sticker cars into those lanes, starting in March of 2014.

    Hmm, missed that one. Good news, although I rarely use either of the freeways currently undergoing the experiment.

    It's like this: Assembly Member A wants to sponsor bill to extend carpool access. When he asks Senator B for support, the guy thinks, "Hey, good idea! I'll write an identical bill, so that I can tell my constituents that I wrote and sponsored a bill that was signed into law."

    So we wind up with two virtually identical bills, because both guys want to take all the credit. And that's why they had them written in this double-jointed fashion: They both get to take credit for it.

    But we get what we want, so who really cares? I'm happy!

    Today on ABC News it was announced that a bill has passed that would allow off-peak use of HOV lanes by anyone on sections of the 134/210 freeways. The governor has until 10/13 to sign it. (They didn't say what happens if he doesn't.)
    The reporter compared this to the way the 14 freeway HOV lanes have been used for some time. All these freeways are in L.A. County. It is up to Cal Trans to determine what off-peak hours will be. I haven't read anything about this in reference to the bills discussed in this thread, nor were they mentioned in the report. Wondering if they have a deadline for the governor's signature as well.:confused:

    Good news. With the lack of speed with building the HOV lanes on my daily commute, it was looking like I'd miss ever using them with the old "use by" date. Now it looks like I'll get to use them a few years, anyway.

    I just heard from the CNG fuel folks (they get a white/silver sticker) at the OC Clean Tech conference that if the governor does NOT sign it, it just becomes law. How great would that be??? Coolest..until 2019 . crossing fingers.

    I guess the resale value of my PiP just went up a bit.


    Personally, this is good news just because I'm waiting for the BART extension to SJ to finish around the same time as the new expiration date.
