hey Hill, the one caviat I see is using the free stations as incentive to attract consumers. Simply speaking last night I wanted to go to the movies. I drove to a theatere 2 miles further then another because it had free charging. Same with the Gym I go to.

Another factor that makes the cost calculation tricky is what miles does that charge replace? While I might average 50mpg, I know the 5-8 hilly miles right at the start of my commute leaving work are more like 40mpg (or even less). So in those situations a slightly more expensive charge might be worth it. Though the $2/hr chargers in the city are definitely for suckers :)

Unfortunately this is balanced by the fact that EV use up steep hills cuts your range quite a bit. So while you are getting less mpg on gas up the hill you would also achieve less range if you did it in EV mode.

there's just as good a rationale for not having free chargers. Example: If an EV driver knows that a theater has free charging - he'll go somewhere else that charges a fee - because the plugin freeloaders (present company excepted :) ) will be blocking access (s)he may need, just to get home. So you see - it can work both ways.

Yes, but the hope it that business with chargers that are frequently full, will get the "market signal" and install more. What is more likely, is that the installed chargers are freqently empty and the "market signal" is that these things are a waste, taking up prime parking spots.

I was at Ikea the other day. 500- 1000 cars parked (a guess). Two chargers, one in use.
