Get the 2012 Prius Five. The power seats are worth it. Prius seats are uncomfortable to the point of impossible for many owners. Auto/On/Off headlights are nice safety feature to have with digital dashes. You lose out with tires, fancy but cost mpg and fuel, the reasons for getting Prius. The nav stuff is never worth it but fun to have. You lose out on no sun roof.
The 2012 "v" was not available with power seats...OP is undecided between 2012 "v"5 and 2013 "v"3....not certain about the 2013 having power seats..??
I just bought a 2013 Prius v five with the advanced tech package for $300 under invoice. One dealer offered me that deal on a Prius five (not v, he got confused) and my local dealer matched the deal on the Prius v that I wanted. Just as a point of reference, the Costco price (which we were originally offered) was $300 over invoice for the v and $200 over invoice for the regular Prius. DROID BIONIC ? 2
I got the similar package (v3 with leather) for 2012 model for $24900+TTL. Mine also came with seat warmer but the buttons for those are not located at same place as v5's. Did it come as standard location for you?

Personally I think that offering between 24,000-27,000 is great. If I were you I wouldn't go in saying that you were paying cash because from my experience they are going to try to get the most cash out of you. Let them think they are financing because they will be willing to negotiate because they will think that they will get it back via financing and then once they settle on a price that you like and you have proof of it or whatever, decide that you will be paying cash for it. ... I ended up getting the 3 and I love it. Looking back, I probably would have gotten the 2 bc I really didn't need the back up camera and navigation system. But bc of the split in the back (that I didn't even realize it had bc we didn't reverse during the test drive), the back up camera is useful. And the navigation is useful if your phone doesn't have service.... And I don't know how good your credit is, but if it needs building I would suggest putting a large (10,000-15,000) down payment down, financing, make large pay offs for the next 6 months building your credit and paying off the car in the 6 months.
