Same here, just had a call from my dealer saying that they need to machine the front rotors and change my rear pads on my 21k miles 2010 Prius!?!?!? I know that those brakes should be good for at least 150k miles so what happened here ? They asked me $900 for both jobs and then agreed to do the rear job under warranty but still, what happened here ? I always brake very lightly and don't even go to a full stop on a corner when possible to release the brake pedal as soon as possible. I was sure that my brakes were still like new, how disappointing Disappointing also to think that I've been doing this mileage with the best possible FE while my brakes were holding me. Anyway, I asked them to escalate the issue to Toyota Canada (I'm in the Montreal region) to get an explanation and possibly a warranty repair on everything.
That is the what I was trying to determine through the questioning... I am thinking it could be the pads are dragging causing the glazing. That may account for that lower than expected FE of the OP's.
Unless it was the rear brakes and your E Brake stuck they were not glazed just dirty with some rust from not being used much. I drag the brakes when starting to drive on all the vehicles I drive here in WV especially with the Lexus hybrid . Too much dirt and salt build up daily in the winter making then sticky. (I don't commute the Lexus, someone else does) The 450h has no measurable brake wear after 3 years. Yes it's only 16k miles but all up and down the hills here in town. The pads on my Ford would be gone in 2 or 3 years here. Lived in DC area for decades, regular brakes should last 50k to 60k easy. Longer than we had the cars.
Even though the OP wasn't charged for the brake service, the dealer is billing Toyota under warranty. So if he is making stuff up in order to make money, I'm thinking that he will eventually be found out. Toyota doesn't want to pay for unnecessary work.
I just had my 20K mile service done. Brakes were listed as fine. 9 to 12 mm of pad material left (i.e new). Both front and rear got a clean bill of health. No squeaks, squeals, or grinding.
